Creating an issue to track future work proposal of React Native for Windows x WinAppCLI

**Enhancing WinApp CLI**
winapp cli should be able to understand an existing RNW app project and help manage the packaging and publishing tasks (that we kind of leave for RNW devs to figure out) without interfering with the RNW cli's ability to manage the rest of the app
**Enhancing RNW CLI**
the RNW CLI templates could be tweaked to be more amenable to winapp CLI collaboration
RNW CLI commands could be made (package-windows?) that could use winapp cli under the hood
