Steps to Reproduce:
- Open up the chat window
- Start a new chat
- In the chat sessions window on the far right, right click on the new chat and select "Open in New Window"
- Close and reopen vscode
- In the chat sessions window on the right click the previous chat session.
- A new window will open and it will be completely blank, devoid of both the chat and controls to minimize or close the new window
