Research direction

Start by reproducing the issue in VS Code 1.138.0 with an undocked chat session: open it in a new window, restart VS Code, and reopen the session. Trace the chat window restoration path from the chat sessions window; done means the reopened window displays the chat and its minimize and close controls.
