Description
When connecting to a remote Agent Host through https://insiders.vscode.dev/agents (for example via a VS Code tunnel), starting a new conversation currently requires selecting a workspace/folder.
The desktop Agents window supports workspace-less Quick Chats. It would be useful for the remote Agents web client to support the same workflow.
Requested behavior
Allow creating a workspace-less Quick Chat when connected to a remote Agent Host.
Use case
Sometimes I want to use or continue working with an agent remotely without associating the conversation with a specific project folder.
This would improve parity between the desktop Agents window and the remote Agents web client.
