Modal dialog boxes are incompatible with keyboard navigation

Type: Bug

When a modal dialog box appears offering multiple actions via buttons,
if you select an action using the Tab key and then press Enter to confirm,
regardless of where the focus is when you press Enter, the default action (the one highlighted by default)
is selected, rather than the action currently highlighted. Note that this bug does not occur when using the Space key instead of Enter.
