## Description
At higher zoom levels, the **Create PR** action in the Agents window title bar overlaps the navigation controls to its left.
## Steps to Reproduce
1. Open an agent session with changes.
2. Increase the window zoom level.
3. Observe the title bar.
## Expected Behavior
The title bar actions should adapt to the available width so that the Create PR action does not overlap adjacent controls.
