Integrated Terminal scrolls to the bottom when shift is pressed

Does this issue occur when all extensions are disabled?: Yes
Does this issue occur using stock settings.json?: Yes

- VS Code Version: 1.137.0
- OS Version: macOS Tahoe/Windows 11

Steps to Reproduce:

1. Scroll inside the integrated Terminal.
2. Select something.
3. Press Shift and click.

What happens:

4. VSCode scrolls to the bottom.

What is supposed to happen:

4. VSCode should select everything between the first selection and the shift click.

This has been broken for the last 10 updates or so.
