Description

The recent "[Quick suggestions default setting change](https://code.visualstudio.com/updates/v1_121#_quick-suggestions-default-setting-change)" seems not very considerate to longtime users.

I understand that one should ideally read the release notes with every update, but there are a lot to skim through lately as releases are becoming so frequent, and it wasn't obvious at a glance that that was going to be as disruptive as it was. Completely breaking all Typescript server suggestions without a warning that's hard to miss? Really?

It would help relieve the burden of reading all release notes if VSCode would prompt us when an update has changed a default, and give us the option to reapply the old behavior. Or at least if we could turn on a setting to make it do that.

And it would be nice if a quick summary of breaking changes for a given release were easier to find. They're currently buried all over the place.
