When can't send a message, make it clearer that's intentional

When a user writes a message and presses enter, and sending is disabled, it might be useful to show some visual indication as to how to solve the issue or the fact that it's intentional that you can't send a message. For example, shake the Claude download button whenever you try to try to send a message via pressing Enter but sending is disabled.
