Agents Window PRs: Unclear when PR opens in-product vs in-browser

Testing #335496

I used `Send Create PR Message` to generate a PR in chat. Once the agent drafted the PR, it shared a link in chat (shown in screenshot below as the link to PR 11), which nicely opened the PR up in the Agents window directly via GHPR.

But if I select a PR from session info hover from the session list on the left, the PR opens in the browser.

Is there a way for both to default to in-product? Or maybe I could be prompted upon first selecting a PR link and asked if I'd like to open it in the web or in-product?
