Description

## Description

The built-in GitHub MCP server is enabled, but it does not appear in the Chat Customizations editor. Searching for `github` only shows the GitHub Pull Requests extension tools, so the enabled built-in MCP server cannot be found or managed there.

Research direction

No file or test is named. Reproduce the issue by enabling the built-in GitHub MCP server, opening Chat Customizations, and searching for `github`; then trace how the editor discovers and displays enabled servers. Done means the built-in server appears alongside the relevant results and can be managed there.
