Description

## Feature request

When an MCP server fails to start, show its error details persistently in the MCP server details view rather than exposing the raw response inline in the server list.

The details view should present a human-readable, actionable summary in a banner above the MCP configuration editor, with access to the full raw error when needed. This keeps the server list easy to scan, avoids relying on dismissible notifications, and puts diagnostic information next to the configuration users can edit to resolve the failure.

Related: #333542 tracks the broader unactionable MCP error state. This issue focuses specifically on the UX treatment and placement of startup error details.

Context: #335366 adds startup error details as an interim improvement.
