Agents windows doesn't respect selected custom agent

Does this issue occur when all extensions are disabled?: Yes/No

Steps to Reproduce:

1. Select a custom agent from the drop down menu
2. Send a message
3. Copilot spawns a sub-sgent with the select custom agent, but the main chat itself isn't using the custom agent, it isn't restricted to the list of tools mentioned in the custom agent, and the main agent executes tools that shouldn't be allowed in this custom agent

Expected behavior
The main chat should use the custom agent instructions, be restricted to its allowed tools
