hard to see what is focused when tabbing beyond the chat tabs

Testing #334481

1. click on a chat tab
2. press tab twice (to get past the menu focus)

no focus indicator, but the "chat view" is selected
pressing up and down will focus between inputs and outputs, but only inputs have any focus indicator

3. with the top input focused, press tab two more times

that same input has focus again, this time you cannot use up and down

4. press tab again when your mouse is not hovering over the chat

the timestamp is focused, but invisible so you can't tell (unless you hover on the chat)
