Customizations migration: Hint doesn't specify workspace vs user for certain customizations

Testing #334500

- Set the settings from the TPI
- Clone and open https://github.com/aeschli/vscode-customization-migration-test in Insiders
- Send a couple messages to the Copilot harness running in the Agent Host
- I get the migration hint in the chat panel
- ❓ Hint mentions `6 customization files` but doesn't specify if they're workspace or user (which the TPI seems to indicate it should)
- When I review what I have available to migrate in the Customizations UI, I have:
- 3 prompts
- 2 are workspace
- 1 is user
- I suppose the user vs workspace distinction doesn't matter as much, since prompts overall are no longer supported?
- 3 location settings
- I'm not sure what location settings are?
- Maybe it's the same situation as prompt files, where location doesn't matter as much?
