Banner shows up pretty quickly

Testing #334383

Testing step: "Verify a brief interruption — one that heals within a few seconds — does not show a banner at all."

I pressed Ctrl+C and restarted the tunnel. The amount of time that took was still enough for the banner to show up.

I believe this issue should be closed as By Design but wanted to file it in case you'd like to adjust the timeout.
