Sometimes reasoning just stops midway (and a settings issue)

Does this issue occur when all extensions are disabled?: Yes

- VS Code Version: Version: 1.136.0
- OS Version: MacOS 15.5 (24F74)

Steps to Reproduce:

I'm using custom endpoint with messages api. This issue was also seen in previous releases.

Sometimes this looks like task is completed (no error), sometimes it is like this:

What I've managed to discover on the api gateway provider's page is that copilot sends a request with zero input tokens right before this issue happens.

Ok, I've tried to dig on the client side:

1. show agent debug logs

2. then "enable in settings"

3. and boom:

So, it looks like two issues in one ticket, but yet...
