Cached skill not updated

Type: Bug

Window: Agents

Trying to develop a skill in the Agents window.
1. create folder F
2. develop skill in session A
3. add folder F as a location to `chat.pluginLocations`
4. start session B using the Copilot harness and use the skill
5. update the skill in session A
6. start session C to use the skill
-> step 6 uses the same state of the skill as step 4

The session shows me what skill file is being read in step 6. In my case that's `/Users/kieferrm/Library/Application Support/Code - Insiders/agentPlugins/file-Users-kieferrm-Development-projects-vscode-corpus-worktrees-create-release-notes-summary-skill/1a0645ca8da/skills/release-notes-summary/SKILL.md` and not folder F. Also, I have not found a way to force reloading the skill. Window reload, restart, ... no effect on updating the cached skill
