"MISSING inline chat edit tools" when having agents disabled and trying to fix a lint issue

Does this issue occur when all extensions are disabled?: irrelevant

- VS Code Version: 1.137.0
- OS Version: irrelevant

Steps to Reproduce:
1. disable agents in vscode config
1. try to use the fix button from the context menu

The relevant issue is this one : https://github.com/microsoft/vscode/issues/292935#issuecomment-4059202025 it has been mistakenly locked despite still being relevant and its author stating that it had not been fixed, it would be great for it to be reopened and actually fixed
