Linux: `editor.smoothScrolling` setting has no effect

# Reproduction Steps

### Issue Description

On Linux, after enabling the `editor.smoothScrolling` setting, scrolling a text editor with the mouse wheel still has **no smooth-scrolling effect** — the setting appears to have no effect at all, and scrolling remains a per-line jump.

### Steps to Reproduce

1. Open Visual Studio Code on Linux (any recent version).
2. Open Settings and confirm `editor.smoothScrolling` is enabled (`"editor.smoothScrolling": true`).
3. Open any file in the text editor.
4. Scroll up and down with the mouse wheel.
5. Observe whether the scrolling is smooth.

### Expected Behavior

- With `editor.smoothScrolling` enabled, mouse wheel scrolling should play a smooth scrolling animation instead of jumping line by line.

### Actual Behavior

- The `editor.smoothScrolling` setting **has no effect**: wheel scrolling is still a per-line jump, with no smooth animation.
- Compared with VS Code on Windows, scrolling on Linux is noticeably less smooth and less fluid.

### Additional Information

- Reproducible on both X11 and Wayland sessions.

### Workarounds Tried

- Confirmed in Settings that `editor.smoothScrolling` is enabled (it is `true` by default), but scrolling is still not smooth.
