`Cmd + ,` has no keybinding — default shortcut for opening Settings is missing

The default keybinding `Cmd + ,` does not work. Pressing it does not open the `Settings` window. The shortcut appears to have no assigned action.

Steps to Reproduce:

1. Open VS Code.
2. Press Cmd + ,

Nothing happens.

Expected behavior:

Settings window opens.
