VS Code Reload Window Can Discard Active Agent State

Does this issue occur when all extensions are disabled?: Yes/No

- VS Code Version: 1.135.0
- OS Version: Windows 11 Pro 10.0.22631 Build 22631

Steps to Reproduce:

1. Small "Reload Window" pops up in Extensions area.
2. Click "Reload Window"
3. It doesn't just "reload window". The whole process is dropped, your Dev Container is disconnected and shuts down, your Codex, Claude Code, and Copilot context are lost.
4. Data is permanently lost.
