Dispatch can't find my desktop — bridge authenticates but never issues a device_id

SYMPTOM
The Dispatch tab in the Claude iOS app spins forever on "Looking for your
desktop…". The desktop app is installed, running, and signed in to the same
account, and its bridge WebSocket is connected and authenticated.

ROOT STATE
~/Library/Application Support/Claude/ant-device-registry.json contains the
literal string "none" as this machine's device id:

Every connect to
wss://bridge.claudeusercontent.com/devices/_/mac/bridge logs:

[remote-tools-device] connect frame sent: device_id none (row_pk_no_row)
[remote-tools-device] authenticated

No error is logged — authentication succeeds, but no device row is ever
issued, so the phone's desktop list comes back empty.

All 63 connect frames from 2026-08-20 17:06:46 through 2026-08-28 15:46:01
show device_id none; there is no other value in the log. The first one is
46 seconds before this error in the same session:

[error] OAuthError: Unable to start session. Sign in again to continue:
session_stale_relogin

The OAuth scopes granted are "user:inference user:file_upload user:profile"
(+ user:sessions:claude_code on v2) — nothing device- or dispatch-related.

ALREADY RULED OUT
- Desktop not open / not signed in — running, authenticated, live socket.
- Wrong account on phone — desktop, phone, and CLI all on the same account.
- Stale cached device id — deleted the registry file; it re-cached "none".
- Stale OAuth token — signed out and back in; fresh token exchange
confirmed in the log; still device_id none.
- Outdated client — reproduces on latest 1.40609.0 and on prior 1.34493.1.
- A setting — no Dispatch/device toggle exists in Desktop settings, and
claude.ai has no Settings→Devices ("Trusted Devices" is the 2FA list).

POSSIBLY RELEVANT
The chicago_config feature gate read enabled=true on every evaluation from
2026-08-02 through 15:06:58 on 2026-08-28, then flipped to enabled=false at
15:11:24 — immediately after I signed out and back in. It carries
dispatchCuGrantTtlMs. I can't tell if that's cause, consequence, or noise.

QUESTION
Why does the bridge authenticate this device but never issue it a device
row? Is Dispatch enabled for this account?
