Show organization-wide AI credit pool consumption in Copilot usage indicator

## Problem

For GitHub Copilot Business/Enterprise users, VS Code currently shows my personal AI credit usage relative to the organization's total monthly credit allowance.

For example, I currently see approximately:

> 13.5k credits used / 120k organization-wide monthly credits (~11%)

This is useful for understanding my own consumption, but it is difficult to interpret without also knowing how much of the shared organization-wide pool has been consumed in total.

In a pooled-credit model, my consuming 11% of the available pool could mean very different things:

* If the organization has consumed 25% of its pool, there is probably plenty of unused capacity.
* If the organization has consumed 95% of its pool, my usage has a much greater impact and the organization may soon incur overage charges.

The personal percentage alone therefore makes it look as though each user has an implicit share of the organization allowance, even though the credits are actually pooled.

## Requested behavior

When VS Code displays AI credit usage for a Copilot Business/Enterprise account, also show the current organization-wide pool consumption, if that information is available to the signed-in user.

For example:

**Your usage**
13.5k credits

**Organization**
72k / 120k credits used (60%)

Or more compactly:

> You: 13.5k credits
> Organization: 72k / 120k credits (60%)

This could appear in the existing Copilot usage/status UI where the personal consumption is currently shown.

## Why this would help

The organization-wide utilization is the context needed to make the personal usage metric meaningful.

It would let developers answer the practical question:

> "Am I consuming otherwise-unused pooled capacity, or is the organization actually approaching its monthly allowance?"

This seems especially useful with Copilot Business/Enterprise because AI credits are pooled across users rather than allocated as independent per-user quotas.

If organization-wide billing information cannot be exposed to regular users for permission/privacy reasons, an alternative could be a less detailed indicator such as:

* Plenty of organization credits remaining
* Organization pool 50–75% consumed
* Organization pool >90% consumed

That would still provide useful context without exposing detailed billing information.
