New File or New Folder button on top of file explorer should ALWAYS create file/folder at or starting from cwd root instead of most recently selected/opened folder

The file explorer is just actively hostile when working on a moderately sized project. You have to either scroll to bottom of the list or collapse all the expanded folders you are working on to create file at root level.
