Session artifact pills - When ask-question box, or permission box is shown, don't show the artifacts pills.

Current: When permission box or ask-question box appears, pills get stacked on top of it. This creates unnecessary noise and too many focal elements.

Proposal: Help users focus on one thing at a time, and priority is decided by what is most important to be addressed first. So, Ask questions and permission will take precedence since it is blocking the agents work. When the are up, pills are hidden away.
