Agents window doesn't show MCP servers when using WSL

Type: Bug

When using Agents connected to my local WSL there is no way to configure MCP Servers. My workspace is not running in restricted mode...

1. Configure tool icon is not visible so I cannot choose which MCP tools are active..

2. Agents left panel doesn't show MCP Servers menu item

When using VS Code Editor I can configure MCP Servers.

In https://github.com/microsoft/vscode/issues/327317 MCP server menus are at least shown...
