Description
Current: PR Comments, pipeline failures and things that need user's attention / next action are stacked on pills as a banner UI.
Proposal: Unify the epxerience to avoid having too many distinct UI patterns, and elevate urgency using alert tokens (as used in the sub-agent permissions implementation).
