Agents Window: Better skill set configuration for a workspace

Type: Feature Request

**I organize my skills into 3 categories:**
a. Globally scoped skills: these are general and universal skills
b. Project scoped skills
c. Narrowly (specific) scoped skills: these are skills for a specific framework (e.g. next.js), language (e.g. JS) or platform (e.g. .NET)

Outside of the Agents Window, I'm using the settings.json "chat.agentFilesLocations" property to extend the available skills from the specified folders. But when using the Agents Window, skills from "chat.agentFilesLocations" are not offered (writing "/" doesn't list them and also they are not listed in "Agent Customization" window).

It would be nice to be able to customize which skills are provided to the agent and **build a custom skill set for a concrete workspace**.
