Claude (Agent Host) skills not loaded when returning to session

When I create a new Claude session I have

4 Agents
52 Skills
1 MCP
4 Plugins

however when I swtich to a previous session I only have

13 Skills
1 MCP

this just seems to be Claude, as the Codex agent host works fine
