Main Menu opens menus behind the Explorer and code

Does this issue occur when all extensions are disabled?: Yes/No

- VS Code Version: 1.131.0
- OS Version: Linux Debian 13 (trixie)

Steps to Reproduce:

1. ???
2. Mouseover the menu bar
3. Observe menus open _behind_ the Explorer and Code

Sorry that I don't have reproduction steps, I don't use this menu often and I just noticed it wasn't working today. I never saw this before the new UI refresh.

I was able to see the menus again by closing the first tab I had open (the SVG in the screenshot above). But then I closed another tab and the issue re-emerged.
