When I click on the "Live Share" link at the bottom of the page, I get the following error message:
"Starting collaboration session: Tunnel service error: Resource limit exceeded. The request was denied because it would exceed the limit for 'TunnelsPerUserPerCluster' (10)."
How do I resolve this error so Live Share will work again? As far as I can tell, I have no tunnels open and no old tunnels associated with my account. Why does the website think I have 10 tunnels when I have none? How do I reset the tunnel count so Live Share will work again?

Research direction
Start by reproducing the failure from the Live Share link in vscode.dev using the reported version and commit. Trace the tunnel-service response for the "TunnelsPerUserPerCluster" limit, then determine what behavior or documentation change would explain the claimed tunnel count and restore Live Share access.
