Suggestion dropdown shows hover effect before mouse movement

Does this issue occur when all extensions are disabled?: Yes/No

OS Version: Sonoma 14.0 (23A344)

Quite often, yet unpredictably, the suggestion list opens with the cursor already hovering over one of the items. This is extremely disorienting. In my opinion, when the suggestion list opens, nothing should be in a hover state until the user explicitly starts moving the mouse.
