Default chat input in-progress animation is inconsistent with Voice Mode

### Summary
Align the default chat input's in-progress animation with the Voice Mode animation for a more consistent and cohesive experience.

### Expected
Update the colors to match the blue and pink colors used in the Voice Mode animation.
The border animation should begin with the blue color traveling once around the border, then transition to the pink color.
