Support negation syntax in Settings filter

I would like to be able to /negate/ terms in the VSCode Settings search menu. Specifically, I would like to be able to exclude broad `@features` from the settings. I am coming back to VSCode after not touching it for a couple of years and there have been an explosion of AI features in the Settings. I don't use these, so I would like to be able to search the menu without them popping up.
