Option to download vscode server remote dev from host connected internet

For remote server development that doesnt have outgoing connection, the process for setting up ssh after each upgrade vscode version weekly, took long time to setup. waiting connection on the remote development server timed out. it would be problem if the remote dev machine have infinite network timed out setup.

Or maybe we can set the fallback faster than default setup to check if the remote maching doesn't have outgoing connection.
