Generate Commit Message button not working

Does this issue occur when all extensions are disabled?: Yes/No

- VS Code Version: 1.133.0
- OS Version: Windows 11 Version 10.0.26200 Build 26200

Steps to Reproduce:

1. Make some changes in codebase
2. Open Source Control Tab
3. Add Changes to Staging area
4. Click on "Generate Commit Message"

It shows a loading animation for few seconds and exits the animation without any message getting generated
