Agents: Move toggle panel buttons to be grouped together

After working in editor window for the past 2 months and coming back to agents window I'm finding the distance between toggle panel buttons to be quite jarring / annoying. It feels like a distinct / unnecessary break in alignment between the two windows. I think these toggle buttons should be grouped together and positioned on the right side of the titlebar just like in the editor window.
