Does this issue occur when all extensions are disabled?: Unknown

Steps to Reproduce:

1. Enable voice output (for example, use the built-in voice feature or a screen reader).
2. Look for the control to turn off voice output (the "turn off voice" control).
3. Observe that the visual indicator/affordance for turning off voice is very subtle; instead many users press the general "Stop" button to halt voice output.

Expected behaviour:

The "turn off voice" control should be clearly visible and easily discoverable (stronger visual affordance and clear label) so users can turn off voice output without using the Stop button.

Observed behaviour:

The "turn off voice" control is too subtle, causing users to hit the Stop button instead. This was reported in internal feedback and reproduces consistently for users who missed the subtle control.
