Enable extensions for VS Code Agents Window to allow Terraform syntax highlighting

Window: Agents

Syntax highlighting for Terraform is not enabled by default in VS Code, it requires an extension. But because extensions are not available in Agents Window there is no way to get syntax highlighting for Terraform files there.
