VS Code launches in the wrong RDP session

Type: Bug

1. Install a Windows server with GUI (reproduced with Standard server 2019, 2025)
2. Allow multipls sessions per user with HKLM\System\CurrentControlSet\Control\TerminalServer , fSingleSessionPerUser , set to 0
3. Open a first RDP session with logon A, install VS Code in user mode & launch it
4. Open a second RDP session with logon A, Launch VS Code from start Menu.

What happens: The new window opens on the first session where there is already a VS Code window.
What I expect: VS Code window should open in the current RDP session
