Testing #329773
I was able to repro this with both sessions that were migrated from Copilot EH and fresh Copilot AH sessions.
Steps:
* Create a Copilot session with some content
* hover it in the editor
* 🐛 no hover ever renders
Reload doesn't seem to fix this either.
