Unable to interact with emergent windows

Does this issue occur when all extensions are disabled?: Yes/No

- VS Code Version: 1.132.0
- OS Version: Windows_NT x64 10.0.26200
I have Windows 11, version 25H2. I'm experimenting some issues with VScode that were not there some hours ago.

Steps to Reproduce:

1. Open VScode as usual. Open two or more codes.
2. Run the first. At the same time, try to run the other one. Usually, VScode opened a windows asking for permission to run in new instance (or terminal).

The same happens with the window to add configurations to the "setting.json" archive.

3. For some reason, Windows 11 keep closing those windows. Moreover, it close other windows like the one with the information of about VScode.

The problem seems to disappear when I run the program as administrator. The problem is that the change was from one moment to other. So, I would like to know what is already happening.
