Switching to Plan mode while Autopilot is enabled immediately starts trying to implement something

Type: Bug

1. Open a Copilot chat window. Model choice doesn't matter.
2. Enter Agent mode in the chat window, then enable Auto-pilot.
3. Without ever entering a prompt, switch to Plan mode.
4. Expected Result: Copilot remains ready in Plan mode and not executing any task.
5. Actual Result: Copilot switches itself back to Agent mode and orders itself to "Start implementation".
