In the built-in GitHub Copilot Chat experience, the risk information link shown when enabling terminal auto-approve opens a 404 page.

### Steps to Reproduce

1. Open GitHub Copilot Chat.
2. Trigger a terminal command that displays the approval button.
3. Select the down arrow next to the approval button.
4. Enable terminal auto-approve.
5. In the resulting confirmation dialog, select the link for more information about the risks of enabling auto-approve.

The link opens a 404 page:

https://code.visualstudio.com/docs/agents/security?referrer=in-product#_security-risks-to-be-aware-of

### Expected Behavior

The link should open the current documentation describing the security risks of terminal auto-approve.

### Additional Information

GitHub Copilot Chat (`GitHub.copilot-chat`) is the built-in extension bundled with this VS Code Insiders build.
