`cmd+w` sometimes closes chats and sometimes files

repro:

0. have multiple chats within the same session
1. have two files and Files panel open in the right sidebar in Agents window
2. focus file 1, press cmd+w to close it
3. focus Files pane, press cmd+w to close it, but the chat is closed instead
