Feature request: Enable Agent Skills in Copilot review for uncommitted changes in VS Code

## Summary

GitHub Copilot code review now supports Agent Skills (GA):

I’d love to see the same capability available in VS Code when using Review code changes with AI on uncommitted local changes:

## Requested behavior

When running Review code changes with AI in Source Control for uncommitted changes, Copilot can invoke configured Agent Skills (when relevant), similar to Copilot code review on GitHub.

At the moment, Agent Skills don’t appear to be invoked in this local review flow.
