Why are there 3 commands for Dictation in the Editor/Terminal/Chat?

3 commands... all available to each other when my cursor is somewhere else.

Why not have 1 "Start Dictation" which uses active focus?

What's weird to me is that I was in the terminal, and I triggered the keybinding to start in the editor and I didn't know where the cursor was in the editor and it just started typing away at, what I assume was, my last place the cursor was in the editor.
