Transferring dictation targets does not work

Switching from the chat panel to the editor or the editor to the terminal by running start dictation commands in the command prompt seems to do nothing.

Starting a session in the editor and then clicking on the chat panel microphone results in the editor session ending, but does not result in the chat panel session starting, which is what I expected to happen.
