Steps to Reproduce:
1. Select plan mode from the agents dropdown and select GPT5.6 sol from the model
2. Type out your prompt. At the end put DO NOT START IMPLEMENTATION
3. Watch as it makes a nice plan then immediately calls itself with "Start implementation"
