Review agent changes covers the Copilot tools menu

Steps to Reproduce:

1. Make any AI agent changes and don't either keep or undo.
2. Write # in copilot chat to call any tool.

NOTE: the layout must but in the position where the review agent changes (keep/undo | 82 of 10 ↑ ↓) intersects with the tools menu triggered by # or / (See reference image below)
